thisinvitationismadeglobally；wepubliclyinviteexcellentdesigncompanies,designerfirmsanddesignerbodiestoengageinplanningandurbandesign.2.项目名称及范围2.projectnameandscope（1）项目名称：深圳市宝安中心区滨海地带城市设计（2）设计范围：宝安中心区滨海地带规划范围坐落于沿江高速与海澜路以南，西至大拖海湾港区东侧岸线，东至湖滨西路，面积大约为230公顷。影响范围还包括：（1）规划区北侧大约300米长的用地范围，北至金科路、海天路、新安西路与海秀路，西至新安六路延伸线，东至湖滨西路，面积大约113公顷；（2）大拖海湾港区东侧陆域范围，面积大约215公顷；（3）规划区南侧海域范围，面积大约324公顷；（4）前海深港现代服务业合作区西侧滨海地区，面积大约188公顷。

（参见附图）（3）项目深度：控制性详尽规划层次的城市设计。（1）projectname:theurbandesignofthecoastalzoneofthecentraldistrictinbaoan.shenzhen.（2）designscope:thescopeisthecoastalland,scaledof230hectareswhichisinthesouthofyanjianghighwayandhailanroad,westtothewesterncoastofdachanwanport,easttowesternroadofhubinroad.theaffectedareasincluded:（1）theareaisscaleof113hectares,whichissouthtotheplanningareawidthat300meters,northtojinkeroad,haitianroad,xinanwestroadandhaixiuroad,westtotheextensionlineofthesixthxinanroad,easttohubinwestroad.（2）thelandareaisscaleof215hectares,eastbytheportofdachanwan；（3）theseaareawhichissouthtotheplanningarea,isscaleof324hectares；（4）thecoastzoneeasttothecooperationareaofqianhaimodemserviceindustryinshenzhenandhonkongisscaleof188hectares.(figurefordetails)（3）projectdepth:urbandesignofregulatorydetailedplanninglevel.3.本项目招标活动的组织方式及流程3.theorganizedwayandflowpathoftheprojectbiddingactivities本项目招标活动将分四个阶段：theprojectbiddingactivitieswillbedividedintofourstages:（1）设计单位甄选阶段（1）registrationperiodfordesignunit主办单位将在深圳市建设工程交易服务中心宝安分中心（www.bajsjy.com）公布招标公告（本公告除外），拒绝接受所有符合条件的设计单位甄选，无意参与的设计单位按照公告登录时间、地址甄选并发给招标涉及资料。theorganizerwillissueatenderannouncementonbaoanbranchofshenzhenconstructionengineeringtradingservicecenter（www.bajsjy.com），andreceiveapplicationsofthematched-conditiondesignunits.thedesignunitsofinterestinaccordancewithspecifiedtimeshouldregisterandgetthebiddingrelatedmaterialaccordingtothedesignatedtimeandaddress.报名条件：registrationqualification:■国内外著名规划及城市设计类杰出设计机构。

①境内投标人需不具备城乡规划编成资质甲级；②境外城市规划设计机构需不具备外商投资企业城市规划服务资格证书；③不具备外商投资企业城市规划服务资格证书的境外设计机构需与境内具备城乡规划编成资质甲级的机构构成联合体。domesticandinternationalexcellentdesignagenciesoffamousplanningandurbandesign.①thebidderagenciesathomeshallhavethecompilationofurbanandruralplanningwithfirst-gradequalification.②theurbanplanninganddesignagenciesabroadmusthaveurbanplanningservicesqualificationcertificateofforeigninvestmententerprise.③thedesignunitswhichhavenourbanplanningservicesqualificationcertificateofforeigninvestmententerprise,havetoworkwiththedesignunitswithcompilationofurbanandruralplanningwithfirst-gradequalificationtoformaconsortium.■具备参与同类国内外中心区、滨海地带城市设计项目设计经验和顺利作品。thedesignunitsshouldhavethedesignexperienceandsuccessfulworksuchasthecenterdistrictandcoastalzonebothathomeandabroad.■参予本次投标的设计人员不应是竞标机构曾名人员，设计负责人必需由竞标机构主持人过多次大型城市设计项目的人员兼任，设计负责人必需直接参与本项目设计全过程。

录：中标单位如无深圳市的企业信息卡，则必须在确认中标后手续企业信息卡。thewinningdesigninstitutionistheinstitutionwhichdesignsfortheprojectresult.note:ifthewinningunithasnoenterpriseinformationcard,itmusthandleandfillenterpriseinformationcardafterconfirmingifitwinsthebidding.4、费用4.charges（1）第1名设计方案的设计机构取得本项目设计权，设计费为人民币200万元，其他两家获奖投标方案成果经评审委员会审查合乎本次招标有关规定的机构，每家将取得设计补偿费人民币20万元一整。thewinnerdesigninstitutionauthorizedtheprojectdesignrightscanbepaidforrmb2millionyuan,andtheothertwodesignunitsthatthebiddingresultsisinconformitywiththeprovisionsthroughthereviewcommittee,willreceivecompensationdesignfeesrmb200000yuanbyeach.（2）参予本次投标所再次发生的各种费用以及投标成本补偿金所引起的各种税金皆由投标机构自理。
